Who We Are

Hamilton Engineering & Surveying, Inc. (HESI) is a civil engineering and surveying firm with more than 30 years of experience offering land planning, surveying and mapping, permitting, environmental, civil engineering, and drone services across Central Florida and the Gulf. Founded in 1989, HESI strives to provide clients with the highest quality services with a vision for professionalism, integrity, and excellence.

Established in Tampa, the firm has since expanded to a second office in Orlando, Florida. The Tampa location sits between downtown Tampa and the Westshore Business District; the Orlando office is located south of Baldwin Park, just minutes from downtown.

HESI’s technical expertise includes rezoning, conducting a variety of surveys, designing master utility plans, permitting for local and federal agencies, stormwater modeling, and providing construction administration. With a prominent presence in Central Florida, HESI’s services have significantly contributed to a variety of residential, commercial and industrial land development projects.

Jack S. Hamilton, Jr. P.E.

Owner

Bio

An accomplished leader and founder of Hamilton Engineering & Surveying, Inc., Jack Hamilton has been actively engaged in civil engineering in the Tampa Bay Area since 1984. His expertise has contributed to the engineering design and permitting for a variety of residential, commercial, and industrial land development projects across Central Florida and Florida’s West Coast. Mr. Hamilton’s experience includes all components of the survey and design process, such as feasibility studies, rezoning, permitting, water and sanitary sewer systems, pavement structure, site geometry, and the preparation of bid documents and contract administration. In the past, he has served as Project Manager, Designer, and Principal-in-Charge for numerous public and private projects. Mr. Hamilton is a licensed Professional Engineer in the State of Florida and earned his Bachelor of Science in Civil Engineering from Louisiana State University.

Michael Hardy, P.E.

Michael Hardy joined Hamilton Engineering & Surveying, Inc. in 1997 and is now part owner. Mr. Hardy has over 23 years of experience in civil engineering and is responsible for rezoning and variances, total site design, permitting, construction administration, and as-built certifications. Mr. Hardy has served as Project Manager and Design Engineer on several public facilities for the Florida Department of Juvenile Justice, City of Tampa, Hillsborough County, and private facilities involving commercial office buildings, industrial facilities, and residential subdivisions. Mr. Hardy is a licensed Professional Engineer in the State of Florida and graduated from the University of South Florida.

Michael Hardy joined Hamilton Engineering & Surveying, Inc. in 1997 and is now part owner. Mr. Hardy has over 23 years of experience in civil engineering and is responsible for rezoning and variances, total site design, permitting, construction administration, and as-built certifications. Lucas Carlo, P.E.

Director of Engineering/Senior Vice President

Bio

Lucas Carlo is the Director of Engineering and Senior Vice President at Hamilton Engineering & Surveying, Inc. He joined the HESI team in 2000 and is experienced in civil and geotechnical engineering. Mr. Carlo’s responsibilities include total site design, permitting, construction administration, and as-built certifications. He has served as Senior Project Manager for multi-family developments, including HUD and affordable housing, hotels and mixed-use developments, subdivisions, K-12 and higher education, commercial office, and retail projects. Mr. Carlo is a licensed Professional Engineer in the State of Florida and graduated from the University of Central Florida with a Bachelor of Science and Master of Civil Engineering.

Director of Business Development/Project Manager

Bio

Jamie Hamilton is the Director of Business Development and Project Manager at Hamilton Engineering & Surveying, Inc. She started at HESI in 2016 as an Engineering Intern/Project Engineer working on stormwater drainage design, master utility design, stormwater modeling, grading, and paving design for large residential subdivisions and commercial projects. Ms. Hamilton is active in the Tampa Bay and is a member of Urban Land Institute (ULI) Young Leaders Committee, Real Estate Investment Council (REIC), Young Professionals Committee, Society of Real Estate Professionals (SOREP), and Tampa Bay Builders Association (TBBA). She graduated from Louisiana State University with a Bachelor of Science in Civil Engineering and from University of Florida with a certificate degree in Geomatics. Ms. Hamilton expects to be a registered Professional Engineer by the end of 2020 and a Professional Mapper and Surveyor by 2024. Outside of the office, Ms. Hamilton is earning her pilot’s license and enjoys rollerblading on Bay Shore Boulevard.

Brad Kuhl, P.E.

Vice President – Senior Project Manager

Bio

Bradley Kuhl is a Senior Project Manager and Vice President at Hamilton Engineering & Surveying, Inc. with over 20 years of civil engineering experience. Mr. Kuhl joined HESI in 2012 and specializes in land development, asset management, regulatory compliance, and permitting. His career focuses on project management, hydrologic and hydraulic analysis, stormwater management system design and permitting, utility, drainage, paving and grading design for large-scale residential, commercial, and industrial projects, along with collection and management of data for asset management reporting. Mr. Kuhl is a licensed Professional Engineer in the State of Florida and graduated from the University of South Florida with a Bachelor of Science in Civil Engineering along with a Master of Engineering Management in Industrial Engineering.

Ryan McCaffrey, AICP

Director of Entitlements/Project Manager

Bio

Ryan McCaffrey is the Director of Entitlements and Project Manager at Hamilton Engineering & Surveying, Inc. Mr. McCaffrey has been successful with future land use amendment, rezoning, and zoning amendment applications with local governments throughout Central Florida. He also specializes in site feasibility investigations and platting. In addition to his experience with construction permitting and platting with various government agencies, Mr. McCaffrey has extensive professional and academic training with GIS programs and Florida’s Growth Management and Community Planning Acts. Mr. McCaffrey is a member of the American Institute of Certified Planners and graduated from Michigan State University with a Bachelor’s in Political Science and Geographic Information Science. He also has a Masters in Urban and Regional Planning from the University of South Florida. Outside of work, Ryan is an avid golfer.

David Reid, P.E.

Director of Engineering/Vice President – Orlando

Bio

David Reid has over 40 years of engineering experience along with over 30 years as a licensed Professional Engineer in the State of Florida. Mr. Reid joined Hamilton Engineering & Surveying, Inc. in 2018 and is the Director of Engineering and Vice President at the office in Orlando, Florida. Prior to joining HESI, Mr. Reid provided civil engineering design and consulting services on a wide range of projects in Central Florida including public and private sector projects, site development, drainage, roadway, water and sewer utilities design, and permitting at local, state, and federal levels. He also served as project manager and engineer of record for the 1,000-ac Stoneybrook South at Champions Gate DRI and as District Engineer for several Community Development Districts. Mr. Reid graduated from Worcester Polytechnic Institute in Massachusetts with a Bachelor of Science in Civil Engineering.

Aaron Murphy, PSM

Director of Surveying/Vice President

Bio

Aaron Murphy is the Director of Surveying and Vice President at Hamilton Engineering & Surveying, Inc. He started with HESI in 2010 and has over 15 years of experience in the land survey industry. As a Licensed Professional Surveyor, Mr. Murphy has extensive knowledge of new technology and techniques that provide timely and accurate survey services. He earned a Master of Business Administration from University of South Florida and has provided management and leadership for a wide variety of projects with an emphasis on large scale residential and commercial projects. His expertise includes boundary, topographic, construction layout, as-built/record survey, control survey, quantity survey, and mean high water line survey. Brought up in Tampa, Aaron is an avid fan of local sports teams. Aaron supports the Tampa Bay Buccaneers, Tampa Bay Rays, and—most of all—Tampa Bay Lightning…… Go Bolts!!!

Drew Carnahan

Director of Construction Administration

Bio

Drew Carnahan is the Director of Construction Administration at Hamilton Engineering & Surveying, Inc. Mr. Carnahan joined HESI in 2015 and monitors projects through all stages of construction as the designated representative for the Engineer of Record in the field. He is responsible for overseeing field testing, managing constructability issues, acquiring approvals from appropriate agencies, compiling as-built information and creating record drawings. Mr. Carnahan has over 8 years of experience as an inspector and earned his Associates Degree from Hillsborough Community College. He enjoys the scenic outdoors and recently hiked to the top of Half Dome at Yosemite National Park.

He has a successful record managing the design, permitting, rehabilitation, and development of over 200 real estate projects from feasibility and acquisition through bond release for residential, commercial, and industrial clients. Mr. Soule studied architecture and design and graduated from the University of Tampa with a degree in Urban Affairs/Planning.

Bio

Paul Trnka joined Hamilton Engineering & Surveying, Inc. in 2018 and is a Professional Surveyor and Mapper at the office in Orlando, Florida. With over 30 years of experience, Mr. Trnka’s expertise is in Boundary surveying for Land Development projects producing Boundary, Topographic, Wetland and Tree Surveys from 1 to 2500 acres, producing Plats for recording, ALTA Surveys, Specific Purpose Surveys, and preparing Legal Descriptions for various facets of the development process. He was a Survey Project Manager for the Universal Studio’s 2000-acre site that parceled out the Orange County Convention Center Expansion, surrounding Hotels, townhouses, condos, and development sites (including the alignment and platting of Universal Boulevard). He is also a Licensed Professional Surveyor and Mapper.

Carrie Clarke

Chief Financial Officer

Bio

Carrie Clarke is the Chief Financial Officer at Hamilton Engineering & Surveying, Inc. Ms. Clarke joined HESI in 2019 as CFO and brings over 30 years of accounting experience in the service industry. This includes working for both for-project and non-profit entities, as well as operating her own accounting business. Ms. Clarke is responsible for managing the financial actions of HESI, such as financial planning, management of financial risks, record keeping, and financial reporting. She successfully streamlines record-keeping and information processes so that results are achieved efficiently and accurately. Ms. Clarke earned her Bachelor of Arts in Music from the University of Tampa and is certified to teach music K-12 in Florida. She has composed several choral and orchestral pieces.

Anne Soule

Director of Operations – Orlando

Bio

Anne Soule joined Hamilton Engineering & Surveying, Inc. in 2017 and helped open the Orlando office. In 2019, she became Director of Operations. She brings over 3 decades of experience in management and leadership and was instrumental in previous start-up operations and organizations across corporate, government, national, and local nonprofit entities. Mrs. Soule’s skills include developing continuous improvement and quality assurance methods to enable the entire team’s focus on meeting client expectations with increased efficiency.  She has a Business Administration degree from the University of Tampa and a Masters in Adult Learning from the University of South Florida.  In her spare time, Mrs. Soule is a passionate advocate for early childhood brain development. She believes humor is an important element of the workday.

Senior Project Coordinator & Account Executive

Brandy McKown joined Hamilton Engineering & Surveying, Inc. in 2016 and is the Senior Project Coordinator and Account Executive. She is responsible for the day-to-day management of permitting operations and supports community development initiatives throughout Central and the West Coast of Florida. Ms. McKown’s background includes residential and commercial real estate, in conjunction with the development of single family and multifamily subdivisions. Throughout her 15-years of combined experience with real estate developers, attorneys, and property management executives, she has built lifelong relationships. Ms. McKown earned a Degree in Advertising & Design from International Academy of Design and Technology (IADT) and her previous work in the hospitality industry has been beneficial to aiding with client services. In recent years, she rescues and fosters some precious puppies to find them furever homes.  One sweet rescue stole her heart and became part of the family.

Amelia Valberg is a Project Coordinator and Business Development Liaison at Hamilton Engineering & Surveying, Inc. She joined HESI in 2019 and assists in the permit application process for a variety of municipalities across the Tampa Bay Area. Ms. Valberg is also active in several professional groups, such as Urban Land Institute (ULI), Tampa Bay Association for Environmental Professionals (TBAEP), and the Sustany Foundation. Prior to working at HESI, Ms. Valberg was a scientist at the United States Environmental Protection Agency in Chicago, Illinois, specializing in chemical remediation and mitigation. Ms. Valberg graduated from Villanova University with a Bachelor of Science in Chemistry and earned a Master of Science in Environmental Health from the Harvard School of Public Health. She has a passion for running and completed the 2015 Boston Marathon and 2017 Chicago Marathon.
