An accomplished leader and founder of Hamilton Engineering & Surveying, LLC, Jack Hamilton has been actively engaged in civil engineering in the Tampa Bay Area since 1984. His expertise has contributed to the engineering design and permitting for a variety of residential, commercial, and industrial land development projects across Central Florida and Florida’s West Coast. Mr. Hamilton’s experience includes all components of the survey and design process, such as feasibility studies, rezoning, permitting, water and sanitary sewer systems, pavement structure, site geometry, and the preparation of bid documents and contract administration. In the past, he has served as Project Manager, Designer, and Principal-in-Charge for numerous public and private projects. Mr. Hamilton is a licensed Professional Engineer in the State of Florida and earned his Bachelor of Science in Civil Engineering from Louisiana State University.

Michael Hardy joined Hamilton Engineering & Surveying, LLC in 1997 and is now part owner. Mr. Hardy has over 23 years of experience in civil engineering and is responsible for rezoning and variances, total site design, permitting, construction administration, and as-built certifications. Mr. Hardy has served as Project Manager and Design Engineer on several public facilities for the Florida Department of Juvenile Justice, City of Tampa, Hillsborough County, and private facilities involving commercial office buildings, industrial facilities, and residential subdivisions. Mr. Hardy is a licensed Professional Engineer in the State of Florida and graduated from the University of South Florida.

Lucas Carlo is the Director of Engineering and Senior Vice President at Hamilton Engineering & Surveying, LLC. He joined the HESI team in 2000 and is experienced in civil and geotechnical engineering. Mr. Carlo’s responsibilities include total site design, permitting, construction administration, and as-built certifications. He has served as Senior Project Manager for multi-family developments, including HUD and affordable housing, hotels and mixed-use developments, subdivisions, K-12 and higher education, commercial office, and retail projects. Mr. Carlo is a licensed Professional Engineer in the State of Florida and graduated from the University of Central Florida with a Bachelor of Science and Master of Civil Engineering.

Ryan McCaffrey is the Director of Entitlements and Project Manager at Hamilton Engineering & Surveying, LLC. Mr. McCaffrey has been successful with future land use amendment, rezoning, and zoning amendment applications with local governments throughout Central Florida. He also specializes in site feasibility investigations and platting. In addition to his experience with construction permitting and platting with various government agencies, Mr. McCaffrey has extensive professional and academic training with GIS programs and Florida’s Growth Management and Community Planning Acts. Mr. McCaffrey is a member of the American Institute of Certified Planners and graduated from Michigan State University with a Bachelor’s in Political Science and Geographic Information Science. He also has a Masters in Urban and Regional Planning from the University of South Florida. Outside of work, Ryan is an avid golfer.

David Reid has over 40 years of engineering experience along with over 30 years as a licensed Professional Engineer in the State of Florida. Mr. Reid joined Hamilton Engineering & Surveying, LLC in 2018 and is the Director of Engineering and Vice President at the office in Orlando, Florida. Prior to joining HESI, Mr. Reid provided civil engineering design and consulting services on a wide range of projects in Central Florida including public and private sector projects, site development, drainage, roadway, water and sewer utilities design, and permitting at local, state, and federal levels. He also served as project manager and engineer of record for the 1,000-ac Stoneybrook South at Champions Gate DRI and as District Engineer for several Community Development Districts. Mr. Reid graduated from Worcester Polytechnic Institute in Massachusetts with a Bachelor of Science in Civil Engineering.

Aaron Murphy is the Director of Surveying and Vice President at Hamilton Engineering & Surveying, LLC. He started with HESI in 2010 and has over 15 years of experience in the land survey industry. As a Licensed Professional Surveyor, Mr. Murphy has extensive knowledge of new technology and techniques that provide timely and accurate survey services. He earned a Master of Business Administration from University of South Florida and has provided management and leadership for a wide variety of projects with an emphasis on large scale residential and commercial projects. His expertise includes boundary, topographic, construction layout, as-built/record survey, control survey, quantity survey, and mean high water line survey. Brought up in Tampa, Aaron is an avid fan of local sports teams. Aaron supports the Tampa Bay Buccaneers, Tampa Bay Rays, and—most of all—Tampa Bay Lightning…… Go Bolts!!!

Drew Carnahan is the Director of Construction Administration at Hamilton Engineering & Surveying, LLC. Mr. Carnahan joined HESI in 2015 and monitors projects through all stages of construction as the designated representative for the Engineer of Record in the field. He is responsible for overseeing field testing, managing constructability issues, acquiring approvals from appropriate agencies, compiling as-built information and creating record drawings. Mr. Carnahan has over 8 years of experience as an inspector and earned his Associates Degree from Hillsborough Community College. He enjoys the scenic outdoors and recently hiked to the top of Half Dome at Yosemite National Park.

Amelia Valberg is a Project Coordinator and Business Development Liaison at Hamilton Engineering & Surveying, LLC. She joined HESI in 2019 and assists in the permit application process for a variety of municipalities across the Tampa Bay Area. Ms. Valberg is also active in several professional groups, such as Urban Land Institute (ULI), Tampa Bay Association for Environmental Professionals (TBAEP), and the Sustany Foundation. Prior to working at HESI, Ms. Valberg was a scientist at the United States Environmental Protection Agency in Chicago, Illinois, specializing in chemical remediation and mitigation. Ms. Valberg graduated from Villanova University with a Bachelor of Science in Chemistry and earned a Master of Science in Environmental Health from the Harvard School of Public Health. She has a passion for running and completed the 2015 Boston Marathon and 2017 Chicago Marathon.

Tatiana Hurtado is a Project Coordinator and part of the Marketing Team at Hamilton Engineering & Surveying, LLC. She joined HESI in 2020 and assists with the permit application process for a variety of municipalities across the Tampa Bay Area. Ms. Hurtado is active in Tampa Bay and is a member of the Real Estate Investment Council (REIC), Young Professionals Committee. Ms. Hurtado graduated from the University of South Florida with a Bachelor of Science in Marketing and from Hillsborough Community College with a Associate’s Degree. Out of the office, Ms. Hurtado enjoys crossfit, boating and traveling.
